In much of the world, WhatsApp is how customers prefer to talk to a business. For a small team, the free WhatsApp Business app on one phone works for a while. Then volume grows, messages get missed, and nobody knows who replied to whom.
That is where the WhatsApp Business API comes in. Meta now calls it the WhatsApp Business Platform, and it lets you connect WhatsApp to a shared inbox, a CRM, automations and an AI assistant. This guide explains how it works as of late October 2026, how Meta prices it country by country after the 1 October 2026 changes, and how to avoid the mistakes that get numbers restricted.
WhatsApp Business app vs WhatsApp Business Platform (API)
Both are official Meta products, and both are legitimate. They are built for different sizes of operation.
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| Cost | Free app | Pay per delivered message, plus your provider's fees |
| Users | One phone plus a few linked devices | Many agents in a shared inbox |
| Interface | Phone or desktop app | No app of its own: you use a provider's inbox, a CRM or your own software |
| Automation | Greeting, away messages, quick replies | Chatbots, AI assistants, CRM triggers, order and booking updates |
| Bulk messaging | Broadcast lists, limited | Approved templates to opted-in contacts, at scale |
| Best for | Solo owners and very small teams | Teams, higher volume, anyone who needs integrations |
A useful rule: if more than two people answer customers, or you want WhatsApp leads to land in a CRM automatically, you are ready for the API.
Meta also offers "coexistence", which lets you connect a number already used in the Business app to the API and keep using the app on your phone. It has limits (groups do not sync, for example), so ask your provider whether it supports coexistence before you migrate.
How WhatsApp API pricing works (2026)
Since 1 July 2025, Meta charges per delivered message, not per conversation. Messages your customers send you are free. What you pay depends on two things: the message category, and the country code of the person receiving it. Meta publishes a rate card with its own rates for major markets and regional rates for the rest, so the same campaign can cost very different amounts in different countries.
The message categories
- Marketing templates: offers, launches, newsletters, re-engagement. The most expensive category.
- Utility templates: updates about something the customer already did, such as a booking confirmation, payment receipt or delivery update.
- Authentication templates: one-time passwords and login codes. Some markets also have a separate, higher rate for codes sent by businesses based abroad.
- Service messages: normal free-form replies sent within 24 hours of the customer's last message (the "customer service window").
What changed on 1 October 2026
Two things that used to be free are now charged. Utility templates sent inside the 24-hour window are now billed. Service replies are free only for the first 1,000 delivered per business phone number each month; after that, each one is charged at the recipient country's utility rate. Unused free messages do not roll over. Meta also raised marketing rates in some markets on the same date.
One exception stayed in place: when someone messages you from a Click to WhatsApp ad and you reply in time, a free entry point window opens, and messages in that window are free. Meta's documentation says this window can now stay open for up to 7 days.
Example rates in major markets
These are Meta's rates effective 1 October 2026, in US dollars per delivered message, as published in Meta's rate card and reported by providers. Rounded figures; utility and authentication can drop with volume.
| Recipient market | Marketing | Utility | Authentication |
|---|---|---|---|
| North America (US, Canada) | $0.0250 | $0.0034 | $0.0034 |
| United Kingdom | $0.0635 | $0.0220 | $0.0220 |
| Germany | $0.1365 | $0.0550 | $0.0550 |
| France | $0.0859 | $0.0300 | $0.0300 |
| Rest of Western Europe | $0.0592 | $0.0171 | $0.0171 |
| India | $0.0118 | $0.0014 | $0.0014 |
| Brazil | $0.0625 | $0.0068 | $0.0068 |
| Mexico | $0.0397 | $0.0085 | $0.0085 |
Meta paused delivery of marketing templates to US phone numbers in April 2025, and that pause was still reported in effect in 2026, so for US customers plan around utility and service messages. The gap between markets is large: a marketing message to Germany costs more than ten times one to India.
Currency, taxes and rate changes
Meta can bill in 16 currencies, including USD, EUR, GBP, INR, BRL, MXN, AUD and SGD. The currency is chosen when the messaging account is created and cannot simply be switched later, so pick it at setup. Local taxes are added depending on where your business is. Meta only changes rates on 1 January, 1 April, 1 July or 1 October, so check the current rate card before you budget.
A hypothetical monthly bill
Imagine a clinic that sends 2,000 marketing messages, 500 appointment reminders (utility) and 1,500 service replies in a month, all to local numbers:
| Line | Customers in the UK | Customers in Germany |
|---|---|---|
| 2,000 marketing | about $127 | about $273 |
| 500 utility | about $11 | about $28 |
| 1,500 service (first 1,000 free) | about $11 | about $28 |
| Total Meta fees | about $149 | about $328 |
These totals exclude taxes and your provider's subscription. Marketing drives most of the cost, so fewer, better-targeted campaigns save the most.
Choosing a provider (BSP)
You can connect directly to Meta's Cloud API, but you would need a developer to build the inbox and logic. Most businesses use a Business Solution Provider (BSP) or a software platform built on top of one. Widely used names include 360dialog, Twilio, Infobip, respond.io, SleekFlow, WATI and Gallabox, and CRMs such as HubSpot and Zoho also connect WhatsApp to their inboxes.
When you compare, check:
- How Meta fees are billed: passed through at cost, or with a markup per message.
- Monthly platform fee: and how many agent seats it includes.
- Inbox quality: assignment, labels, notes, mobile app.
- Integrations: your CRM, your booking system, Zapier, Make or n8n.
- Chatbot and AI features: built in, or connected from outside.
- Languages: support for your customers' languages in the inbox and in automated replies.
- Data protection: where data is stored and whether the provider signs a data processing agreement.
- Exit path: can you move your number and templates to another provider later.
Setup and verification: step by step
- Create or use a Meta Business Portfolio (formerly Business Manager) owned by the company, not by an employee's personal account.
- Choose a phone number. It can be a landline or mobile that can receive a call or SMS for verification. If it is active on the regular WhatsApp app, it must be removed or connected through coexistence.
- Set a display name that matches your brand and website. Meta reviews it.
- Complete business verification with official company documents, such as a certificate of incorporation, business licence or tax registration. The legal name must match what you enter and what your website shows.
- Add a payment method in Meta's billing, or fund your provider's wallet. Without one, service messages can stop once the free tier is used.
- Submit your first templates and connect your inbox or CRM.
New business portfolios start with a messaging limit of 250 unique customers per 24 hours for business-initiated messages. Verifying your business is one of the paths to 2,000. After that, limits rise automatically to 10,000, 100,000 and unlimited if your quality stays high and you use at least half your limit. The limit is shared by all numbers in the portfolio.
Templates: how to get them approved
Any message you start, or send after the 24-hour window has closed, must be an approved template. Meta reviews each one and assigns the category.
- Choose the honest category. A "utility" template that contains a promotion will be recategorised as marketing, and repeated miscategorisation can hurt your account.
- Keep variables clear, for example the customer's name, a date or an order number.
- Create a version in each language your customers use.
- Avoid vague or misleading wording. Templates that look like spam get paused when users block or report them.
Opt-in and data protection
Meta requires that people agree to receive messages from you before you message them first. The opt-in must state your business name and make clear the person is agreeing to WhatsApp messages. You can collect it on a website form, at checkout, in person, by SMS or through an inbound WhatsApp chat.
- Keep a record of when and where each contact opted in.
- Do not upload a bought list or old phone contacts and blast them.
- Offer a clear way to stop marketing messages and honour it quickly.
- In the EU and UK, GDPR applies: have a lawful basis for each use of the data, tell people how you use it in your privacy policy, sign a data processing agreement with your provider, and respect the right to object to direct marketing. Other countries have their own privacy and marketing rules, so check yours.
Chatbots and AI assistants on WhatsApp
Typical uses: answering opening hours and prices, qualifying leads, booking appointments, sending confirmations and reminders.
Simple menu bots follow fixed buttons. AI assistants understand free text and answer from your own content, then hand over to a human when needed. Since 15 January 2026, Meta's terms bar general-purpose AI assistants (the ChatGPT-style bots that are the product themselves) from the WhatsApp Business API. A business using AI to serve its own customers is still allowed. If you are budgeting for one, see our guide on how much an AI chatbot costs, or our AI chatbot service.
Connecting WhatsApp to your CRM
The real value appears when every WhatsApp conversation becomes a contact and a deal in your CRM: one record per customer with the full chat history, automatic lead assignment, follow-up reminders so no enquiry goes cold, and reports on reply speed and lead sources. HubSpot and Zoho both support WhatsApp, and lighter setups can push chats into Google Sheets through Zapier, Make or n8n. Our CRM comparison for small businesses covers which one fits, and our CRM setup service handles the connection.
Common mistakes that lead to restrictions or bans
- Using unofficial tools or modified WhatsApp apps to send bulk messages. These get numbers banned.
- Messaging people who never opted in, which leads to blocks and reports.
- Sending too many marketing messages, which drops your quality rating from green to yellow or red.
- Miscategorising templates to pay less.
- Mismatched business details: a display name, website and company documents that do not line up.
- Letting the account belong to one person, so access is lost when they leave.
Meta usually escalates gradually: warnings, lower limits, temporary sending blocks, then permanent removal. Fixing the cause works better than appealing.
If you are in the UAE
The UAE has its own rate on Meta's card. From 1 October 2026: marketing $0.0576 (about AED 0.21), utility and authentication $0.0157 (about AED 0.058), and service replies free for the first 1,000 per number per month, then $0.0157. Meta raised the UAE marketing rate on that date. Since April 2026 you can be billed in AED if you choose it when the account is created, and 5% VAT is added to Meta invoices. For the clinic example above, UAE customers would cost roughly AED 480 a month in Meta fees before VAT. Business verification normally uses your trade licence, so the legal name must match your display name and website. Create templates in English and Arabic if your customers use both, and follow the UAE Personal Data Protection Law (PDPL): collect only what you need and explain how you use it.

Frequently asked questions
How much does the WhatsApp Business API cost?
Meta charges per delivered message, and the rate depends on the category and the recipient's country. From 1 October 2026, a marketing message costs about $0.025 in North America, $0.0635 in the UK and $0.1365 in Germany. Each number gets 1,000 free service replies a month, and your provider adds its own fee.
Is the WhatsApp Business app enough for my business?
For a solo owner or a very small team, often yes. Once several people answer customers, or you need CRM integration, automation or bulk messages to opted-in contacts, the API is the better fit.
Can I keep using my existing WhatsApp Business number?
Usually yes. Meta's coexistence option lets you connect a Business app number to the API and keep the app, with some limits such as groups not syncing. Check that your provider supports it before migrating.
Can I send WhatsApp marketing messages to US customers?
Meta paused delivery of marketing templates to US phone numbers in April 2025, and the pause was still reported in effect in 2026. Utility, authentication and service messages to US numbers still work. Check Meta's current documentation before planning a US campaign.
Can I use an AI chatbot on WhatsApp in 2026?
Yes, if it serves your own customers, for example answering questions or booking appointments. Since 15 January 2026, Meta bars general-purpose AI assistants whose main purpose is the AI itself from the Business API.
Why do WhatsApp business numbers get banned?
The most common causes are messaging people who did not opt in, using unofficial bulk-sending tools, high block and report rates, and misleading templates. Meta usually warns and limits accounts before a permanent ban.
